Towards universal European bike parking standards: Integrating EPBD requirements into the national bicycle parking policy framework

Bicycle parking is an indispensable part of cycling infrastructure. Without the opportunity to park safely and conveniently a bicycle at the end of the trip, the bicycle trip might not happen in the first place. Through the European Energy Performance of Buildings Directive (EPBD), universal minimum quantity bicycle parking standards will now be rolled out throughout the EU. For example, for every new residential building with more than three car parking spaces, two bicycle parking spaces per residential unit have to be provided. But the EU law is not perfect, Member States can invoke certain derogations and opt-outs when transposing the EPBD into national or regional law. In this session we will look at some of the ambiguous parts of the EPBD and zoom into concrete examples of how Member States are transposing the requirements from the EU into national and regional law, in addition to often existing standards or norms. And what challenges they see for implementing it on the ground. At the end of the session everyone should leave more confident about the future direction of the EPBD and what it could mean for bike parking in your country.
