Paper is patient. Most of us have made this experience one way or another. But: it is indispensable to develop a vision for cycling if it is to become a success. Targets for cycle use and safety need to be set, objectives and timelines agreed upon, activities planned and implemented, impact monitored, resources activated, responsibilities allocated, stakeholders consulted. This and so much more needs all to be organised and coordinated. This is the job of a strategic cycling policy framework, be it at local, regional, national or European level. The European Cyclists’ Federation has been monitoring the development and implementation of national cycling strategies since 2021. Findings of the latest 2025 report will be shared. Presentations by the Metropolitan City of Bologna, FIAB, Cyklistforbundet and the CIVINET Greece-Cyprus will showcase concrete examples from local, regional and national implementation. We aim at identifying universal rules for success that apply across different jurisdictions.
