This session explores how organised networks, citizen engagement, and advocacy tools can empower communities to influence decision-making and accelerate change. From the growing impact of the Bicycle Mayor Network, which turns a symbolic title into a global grassroots movement, to the ComuniCiclabili programme guiding Italian cities toward more bike-friendly environments through a national evaluation system, speakers will highlight effective advocacy strategies. The session will also present insights from the French Bicycle Barometer, a large-scale citizen survey shaping inclusive, data-driven policies. Together with practical guidance on empowering cyclists to engage local governments, these experiences demonstrate how advocacy can turn community voices into lasting improvements for cycling.
